There must be a reason why the dog is barking while you are sleeping. If the police won't help have you tried your local humane society.
Do you know the dog? Is it healthy and loved, or neglected and abused?

You should not buy ear plugs because you have to solve the problems. Your neighbour should respect your right to sleep, so talk to him and he will most obviously get upset cause otherwise he would have thought about that you were bothered by his dog. but give him a chance and if nothing changes, then you buy fresh meat, put it in the back of your car and get the dog for a long ride to a dog kennel and put it there. The dog is not well with his owner, it is beeing treated badly, otherwise it wouldnt bark all night long, so give the dog another nice home. or just let the dog escape., by letting it free from its prison. It will surely run away from its home by itself. Feel with you. BEST WISHES

Have you tried talking to the neighbor? If so and still no result, repeated repeated repeated (get it?) calls to the police and or the animal control will do something about it. Remember, it's the idiot dog owner that lets the dog bark all the time. Don't be too pissed at the dog. Kill the owner.

I do like everyone saying . Record the noise. but I say when our neighbor goes to sleep get a loud speaker and hit play let him hear what you hear when you want to sleep. plus the fact his dog should start to bark at the recording, my way is kind of childish I know but since the police route did not take. try different ways. Don't kill the dog or You will go to jail .

Its not the dogs fault so do not take your anger out on him. Call animal control let them deal with the problem. Record the noise so you have evidence and report it. The police do not always do the trick but there are proper channels do. And if worse comes to worse give your neighbors the same treatment, you make some noise and let them know your aggravation.

There are canned "whistles" that only a dog can hear also other products such as ultrasonic Dazer, with high pitched ultrasonic sounds. Dogs don't like it. I had the same problem a few years ago until these neighbors divorced and sold the house (thank goodness!). I tried the police route which got nowhere. I only used the can once but it did the trick. The dogs ran inside and shut up. (they had a doggie door and would be out ALL night barking because the owners spent their nights out drinking!)
Good luck! You can buy these products online.

When the dog is barking does the neighbor know it? Each time it woke me up I would call the neighbor and let him know his dog is barking. Then maybe he will do something about it.

Record the dog barking over a period of a couple of weeks. Note the dates and time on the tape, then present it to your county animal control.

Speak to the neighbours, if that doesn't work, put in a complaint to animal control, put it in writing if you have to.
