First of all dont use ground beef. Take a tritip, cut into small squares, brown it in a pot until brown all over, add lots of chopped onions, and 2 or three colors of bell peppers, sliced jalepenos to taste, get all this working together, then add 2 can beef stock, some water if needed, a large can of tomatoe juice, a large can of chopped tomatoes with juice. Then start pouring in the chilli powder, your gonna need alot, add plenty of cumin. Or just add a pre made packaged mix at this point(the one in the liitle brown bag) then simmer until meat is very tender and flavors have come together, at the end thicken with corn flour and water mixture. If you like beans add plenty of canned kindey beans, and pinto beans, then heres a trick, thicken it with a can of refreid beans, the refreid beans would work in place of the corn flour thickener as well. Seve with a chedder cheese and jalapeno corn bread.

Yes you can. I do it all the time. Make big batches of food, and freeze them up in smaller serving size containers. Then you can just thaw when you want to eat. And you have yourself a homemade frozen meal.
Just make sure you put them in well sealed containers to avoid freezer burn, and label it so you don't confuse it with anything else.

Further to other answers. Once th meat has been cooked (irrespective of it being previously frozen or not) it can be frozen. I would suggest you split it into little one serving bags and freeze it. Then, when you are hungry, you can open up a bag and defrost in the microwave.

I don't see why not, unless you freeze it for more than three days or so.

If you used fresh meat that has not been frozen previously, you can surely freeze the chili. If the meat has been frozen already, I would not refreeze it again.
