I have heard that many firms around the world are engaging people for getting their old hand-drawn engineering drawings converted to AutoCAD files. I am a Mechanical Engineer by profession , am good at engineering design and drawing and am very much interested to do engneering design and drawing works at home by utilizing my spare time. So far I could not locate any firms hiring people for this type of work. How can I locate such firms?

It is very rare for a firm to do this due to the cost. It is much easier for them to simply scan their old drawings (A0 scanning services are out there). If you are looking for a practical business from home in this area, then I suggest that you aim at providing a web or email service that scans (use an outsourced company - A0 scanners are expensive) and then you tidy up the drawings in CAD or use the scanned graphic as a tracing aid.

Give Google's free SketchUp a try: Touted as a 3D design tool, it can also do decent 2D dimensioned layouts. But, no software automatically converts pencil and paper to digital design, you do have to start from scratch.

Maybe you can try contacting discreetly some of the CAD centres who may be having information on list of customers

If you read on the back pages of CAD magazines, you will find service beaurus that do this for a business. I suppose you could try them.

Prepare an honest and impressive resume with your interests and post it in www.dice.com. Its one of the largest IT job portal in the US. Potential employers search based on your visa status and location. I have personally worked with employers who offered me jobs after seeing my profile in dice. Ofcourse with lots of interviews.
