So bacteria cannot grow in them and make it unsafe to eat.
If the food cools slowly it enables bacteria to grow.

the first answer was correct. but also look at it this way. people have been making pies for years and just leaving them on the counter to cool and they never get sick when they eat them. a person must need to get alot of bacteria to actually get sick from it. i work at a very busy gas station/convenience store and i am surprised at how gross some people are. i constantly have customers that go over to the roller grill and get a hot dog and come to pay me and just set it on the counter. yuck. money is passed over that counter all day . money really is a disgusting thing, it is gross and contains all kinds of bacteria from the way it is handled. i empty the trash cans at work and i can see 100 customers use the restrooms and go look in the trash after that and only see 5 or 6 paper towels. so it goes to say most people, especially guys never wash there hands after using the restroom. then with those same dirty hands go grab a hot dog or a sandwich and eat it. yuck. that would really be like licking youre self. fast food is the worst. you wouldnt believe how gross that is. a girl i know just recently got fired because she got caught spitting in the food. it happens alot. if you have a rude customer you get back at them. i used to work in fast food and it was common to kill insects and put it in peoples food if you didnt like them. gee, i must really be bored because i strayed from youre original question quite a bit. anyway have a nice day and rest assured knowing that everything you eat has some bacteria in it. my philosophy is that if you drink enough alcohol it kills everything in youre stomach.

I don't know the technical terms for it, but food contains bacteria and it has to be either cool enough or hot enough that the bacteria can't survive. If a hot dessert is allowed to cool gradually, it spends too much time at that "in-between" temperature where bacteria can thrive.

To reduce the risk of bacteria, if they are to be sold or transprted or anything like that they will need to be frozen quickly and kept in that state until ready to be consumed. If, say they were in a canteen, they should be kept hot, as consumation would be earlier than if sold.
