The plan was actually like this: Capture bats, freeze 'em so they would hibernate, glue them up with small napalm bombs, put them in small cages, stuff those cages into a bomb, drop the bomb, bats wake up, burn down city, not flying freely.

Ah, the Bat Bomb... a plan by the US to use Bats (flying rodents) with small incendiary devices to start fires in Japan...

I think a close second would be the Japanese use of HIGH Altitude balloons to cross the Pacific Ocean and land in the forests of the Pacific NorthWest starting forest and wild fires.

The bat bomb! When thinking about how to bomb the Japanese, the U.S. army thought about putting bombs on bats and let them fly around Japan where they would rest in the enemy's attics and blow up causing their wooden buildings to burn down. The bats got loose on a United States base and blew up a building and a jeep.

My guess would be the flame throwers but personally I have always thought it was the Nazis themselves.

People are weapons in many cases, My son is an Army Ranger & has been taught to among other things snap the enemies neck.
Weapons are things that kill or wound - his hands can do both.
The Nazis were trained to viciously kill.

The Japanes sent balloons to the US with bombs attached. There was even a plan to send disease infested rats over on balloons.

Japan made ballons with explosives and had them float across the Pacific to the U.S. Most were shot down but others just exploded in the mountain ranges

There was a plan to build a giant aircraft carrier out of ice and station it in the middle of the Atlantic Ocean. That sounds pretty crazy to me.

the Japanese were experimenting with a death ray. it worked on microwaves. it is believed that human experimentation (POW) proved it effective only at a short range. the main problem was obtaining a power supply. didn't' have enough power in the 1940's
