Literally it means "is it not?" or "is it not so?"

It is a standard way of turning a declarative sentance into a question. For example...

It's my house.
It's my house; is it not?

C'est ma maison.
C'est ma maison; n'est-ce pas?

n'est ce pas? means " isn't it"

In everyday English, "...isn't it?"
e.g. "This is the answer, isn't it?"
