There is no actual department covering 'emigration' within the UK home office, so, it would be almost impossible to find out.
However, as I am a brit abroad I registered with the local emabassy, so I imagine will many, but not all. Therefore start at the foreign office & ask for how many brits are registered abroad then double it! That will not be far from the actual figure.

It seems that most of the UK. are here in Spain. I've live inland from the Costa del Sol for 8 years and there's loads of English, Irish, Scottish, (and probably Welsh although l haven't met any). There's even more on the coast! Almost everyone l've met loves it here and would not go back to live in the UK. We may be immigrants here but we either work or are self sufficient, there's no handouts here! People who can are leaving the UK in their droves, to Spain, France, Florida, Tuscany(ltaly) Australia, New Zealand, anywhere in fact where they can get a better deal out of life. Interesting point though, to know exactly HOW many.
And musonic!!!! They are not all old, there are families with children,young single people, all sorts, not just retired people.

I would imagine thousands. If i had a skill i would go too. This is the only country that looks after foreigners more than its own people. Go West young man ......Go West.
