This guy I knew casually for some time but I rarely spoke to (maybe twice or three times a week) walks up to me one time while I'm with my friend. He greets my friend very casually ("Hey, Tebo, whassup?") turns to me, offers his hand and says: "Queen Sasa, how are you doing?". Couple of months later he did it again. What did he mean by calling me Queen?

treat it as flattery, i mean i wish someone would greet me as 'Queen Laura', so it's nothing, he's just being sweet. :-)
but perhaps he wants to be your 'king' in a manner of speaking.

It seems odd, I agree, maybe he misinterpreted something you said or did as a pompous showing off.

Ask him what's the deal with the royalty.
