Great question. Remember, it is supposed to be a "humane" way of killing. The town officials will still be around after the fact, and would bear the lawsuits from civil rights groups.
There's more to it than the quality of the needle. Some people debate the actions of the chemicals used, saying that paralyzing the lungs and muscles leads to excruxiating pain before death comes...
