this could be many things:
1. litterboxes should be cleaned every day
2. did you change litter type?
3. did you have your cat de-clawed?
4. cat is trying to get on your last nerve

I'm assuming that the litterbox is cleaned daily and a full litter change is done every 1-2 weeks.
take the cat to the vet and make sure there isn't a medically wrong with him. then you may have to retrain him to use the litter box by locking him in a small room with his litter box and some water.
you will also need to wash that spot on the rug with nature's miracle

Sometimes a cat will try to get your attention when something is wrong with it. Mostly a urine problem,you probably should take it to a vet to see if it has a urine blockage. Then find some enzyme type of carpet cleaner to use on the spot,it will totally get rid of the smell so the cat won't be attracted to the same spot. Also getting a heavy plastic carpet covered with a regular one helps because it can be washed. That the last ditch thing you can do . This is a very hard thing to stop.

Try covering the rug with a plastic bag (attach the bag onto the rug) for a week. Cats do not like peeing on plastic.

i had this problem. cats are territorial animals. they are marking their territory. clean the area to get the scent out (go to pet store to get some urine neutralizer) another thing you should do is make sure the food and water dish is not near the litter box at all. cats don't go where they eat, with that being said sprinkle dry cat food in the areas they are spraying. everytime you see them even walk in that direction spray them with water. and last of all make sure they are fixed. that's all. trust me this works.
