Best if you could go straightforward and avoid any misunderstanding, for the world today is so modern,there is no more barrier between genders. But not desperately tho'.
You could simply go up to him/her and say "Hey,you wanna have dinner with me?"
Or you could be a little suggestive "When are you ever going to ask me out for dinner?" You could say that jokingly to ease the tension.
It's much easier for a lady to ask her date than the males nowadays, in whichever ways.

If you want to be creative, take him on a picnic first. At your convenience, say "the next time, lets really dine out". We could make it sort of special, you know...it could be like the anniversary of this one. Say it with a nice smile.(;< )<

How about make some deal with him, like quess something.. If he lose he will have to invite you for dinner and if you lose then you invite him for dinner.. And then the dinner will be just you and him having a great time together till late and he can walk you home too.. Or make something happen that he help you to solve the problem and you thank him by spend him for dinner or vice versa help him on something so that he owe you a dinner too..

Just ask. Or if you want to keep it even simpler, get a couple of mutual friends and arrange a dinner out, including this person, of course. Have a nice dinner, talk to him a lot, and at the end, arrange to do it again.

i wouldn't have guts to ask a man out. and i always wondered if a woman asks a man out who is paying? she cos she asked him out? wouldn't he feel uncomfortable with that? or he?wouldn't he feel uncomfortable with that again? well, it is so complicated, i wouldn't do it on the first place
