If someone gets into an accident and its there fault, do they get a ticket right then and there?

It depends on the county. For us, citations are normaly issued for violations that inolve the vehicle, as most are on view only. If the officer saw the violation that caused the collision (ex. ran red light) then a citation is issued. Citations are not normally issued based on statements from witnesses or parties involved as they can be wrong or biased. Citations can be issued based on the investigation, but it varies from case to case. The officer is the one who has to testify as to why the citation was issued. But the insurance companies are the ones who actually determine who is at fault as they pay for the damages. The police know who is at fault but don't normally assign fault as motor vehicle accidents are civil matters, not legal ones. Again this depends on the area that you live in and the procedures of your local law enforcement agency.

What Chuck said above. There are to many variables to really answer this question. You may not necessarily get a ticket either. You may get arrested depending on the circumstances.

sometimes, if accident investagators are going to do more investigation, maybe not, if the person at fault is being sent to the hospital maybe not

And at times an officer does not have to ticket you even if at fault, ( normally they do, but they don't have to)
