Sorry PGreg, that site is years old (they talk about it closing in Nov 2003.) And the application process is officially free via the state department. These private companies charge lots. Thanks, anyway.

Please DO NOT go through any .org or .net or .com site to apply. Those are almost all scams that take money for doing nothing. The DV lottery is free to try, and will begin on October 4th. Here is the true information:

Don't worry about getting into the US. Come to England, we will take anyone here.
Strap yourself to the underside of a truck & hand yourself into to the authorities, they will give you a house, money to socialise, even a TV. You won't be allowed to work though, you will be given cash to spend & you can laze your days away as free as a bird.
