You can use Adobe Photoshop or similar software to fix up photo (like red eye correction, advanced noise reduction, fixing up things you don't want people see on your face :-) , etc). And cut away things you don't want from the photo. Or duplicate things you want and add to the photo.
By fixing up the red eye problem, reduce the noise level of the photo, and making your skin looks much better, it will increase the quality/look/feel of the photo.

One of the best things that software can do is to rebalance the colours in a picture, which can turn it from murky-looking and flat to having depth and vibrance. It can be a very dramatic improvement in quality. Most packages will do this, even something simple and free like Microsoft Photo Editor.

If you are new to photo editing, try Adobe Photoshop Elements. They have a new one, Elements 5, coming out at the end of the month. Very straightforward, and you can find lots of tips of how to use it on the Internet.

It's not as powerful as photoshop, but it's free and can be augmented with plugins and extensions. These features make it the most advanced free photo-retouching software. There are many. To name a few are Adobe photoshop, Paintshop pro, GIMP. Most probably you will find Microsoft Photo editor on your desktop if you are using windows. You can enhance brightness, contrast, color hues, soften or sharpen them.

Jasc or Corel Paint shop pro has facilities to alter a photograph to make it look better, there are probably others, but i have not used them.

use Photoshop Elements and scan the photo at a high resolution and the reduce the size and it will get shaper. Elements is cheaper and will do about you will need for photo emprovement.

You can't actually increase the quality of and image, you can just make it look different.
