Only if they dress up in poncy dress and keep packs of hungry humans to do the hunting for them, just for their own perverse enjoyment.

Regards the punishment: the hunter should be made to become the hunted, and be chased down and ripped to bits by a pack of hungry lions!

Actually the dogs are chasing the cats to punish them for biting the heads off small defenseless birds.

Fish pond guy--Please don't poison neighbors cat! I agree she should not go fishing in your pond. Get some chicken wire and make a lid for your pond for the night. This will also protect from raccoons and skunks. and other things that go bump in the night.
