Seems like the dog has a blocked gland in it's anus that is causing an itch.
There are certain types of worms that can also cause itching around this area, the dog is probably in major discomfort (Imagine having an itch you can't get too)
I would take the dog to the vets or check when you last wormed the dog if you can't afford Vet fees. But purely for hygiene reasons you don't want your dog wiping it's bottom on the carpet & not to mention the dogs discomfort.
You may want to film it first & send it off to 'You've been framed' or 'pets do the funniest things' This way the dog can self finance his vet's bill & have a better feeling of self worth & it will also raise the dogs profile in the media :)

I cannot believe some of the answers people give.
More than likely it is the dogs anal glands (sacs) that need expressed. Dogs will try to express them theirselves by scooting and even licking their butts. Big dogs usually do not have this problem as often as the smaller dogs, but both small and large need to have them expressed at times.
You can take your dog to the vet and they will show you how to do this and if you have a weak stomach it may be best to have them do it if it happens again, this is very NASTY.
worms sometimes can cause them to scoot their butts, but most generally if it is worms you will see rice looking things in the feces and you can also see them coming out the dogs butt at times.
Sometimes a dogs butt just itches, but it usually is
ANAL GLANDS>

It's not worms, your dog has anal sacs which can get blocked, they need expelled by the vet, it will be a bit stinky as this is your dog's scent glands (hence why dogs sniff each others poo). Take the dog to the vet as it will be very uncomfortable and if they get infected the sacs can rupture and cause all sorts of complications.

Dogs rubbing their bottoms on the carpet isn't necessarily just indicative of worms...it can also be caused by impacted anal glands...you need to get your vet to check the dog over cos if those glands do need expressing..boy, you don't want to be doing it yourself!!!

Dogs have small anal glands and when they become full they can be uncomfortable for the dog. The dog "scoots" along the floor trying the relief the discomfort. The vet or groomer can express the glands and provide some relief for the dog.

My dog has this problem and it turned out his anal glands needed emptying. Take your dog to the vets, they will do this for you. If you don't have them done frequently, they will get infected and cause abscesses. There is an operation to have them removed which is quite costly (I'm told) but my vet recommended me not to have it done unless absolutely necessary because if the operation is not successful, it can leave the dog incontinent (from the back!). I have to take my dog every few months to have his emptied.

Your dog most likely has impacted anal glands. You can take her to the vet to have them expressed. You should get your vet to show you how to do it because if she is prone to impacted glands and you know how to resolve the situation it is easier for you to do it at home. You should get them expressed soon, they can rupture and that is just nasty.
Worms also cause an itchy bottom. The remedy for that is pretty easy, Sentinal, Advocate etc...
Good luck with her!

Its one of three things. Either she has worms, or she has blocked anal glands or she just likes her bum to be clean.
Give her worming tablets. If that doesn't work, pop down to the vet and get her anal glands squeezed (only a 2 minute job). If she still does it try giving her bottom a little wipe with a tissue or wetwipe after she has done her business. If she still does it, maybe she just likes it!!!!!

two options, in my experience. The most likely is blocked anal glands, which a vet will easily clear. The second possibility is worms, equally easily sorted out.
