He was away from home for about 2 weeks.He finally decided to come back home,But he keeps meowing...and doesnt stop.When i try to pet him he acts like im not even there.He's acting realli weird.Help?

If you haven't already, get him desexed.
He's most likely howling because he wants to go out and defend his territory against other cats. Or he may have a girlfriend to protect and mate with. Being inside can seem pretty boring to a cat when they have the option of roaming the entire earth. Which is why some male cats leave home altogether when they reach about a year.
Getting a cat desexed should prevent the howling and roaming. Trying to get your cat interested in indoor activities can be hard, but its well worth a try.
Also, set specific times each day when you feed the cat. Although they don't carry watches, cats seem to always know when its time to eat. If you regulate feeding times and make meals appetising your cat should return home at that same time each day to feed. Similarly, if you make a rule to never let your cat out after dark, you cat will eventually learn that its just not an option for them. It might seem routine and mundane for a while, but having some structure and rules will help you control you cats behaviour.

Some cats are very talkative especially Siamese(if he is one). If he is still a young cat then it's normal but if he is old get him vet checked, he might be in pain from something a veterinarian can figure out. If he is young then hopefully he'll grown out of it, he probably just missed his home so much and is telling you to never do that again. But if you think it is neither of these get him vet checked anyways just to be safe. Male cats DO NOT go into heat only females do. It could be possible he smells a female cat in heat and is relentless and will do anything he can to get to her.

He wants to say that he loves you and missed you soo much and he was so foolish to go away for so much time and that he was caught by drug dealers who took him away with them to Columbia and he saw such amazing and exotic places and ...ay carramba !! so amazing sweet ladies were around
and they treated him well and from time to time he got some white powder on the floor which made him sneeze and dream funny, and then they took him to Brasil and it was heaven all over , and once some dogs chased him while he wasn't paying attention because of the amazing sand and fantastic sun bathe
he was having , and he barely escaped by jumping in to a Lamborghini Gallardo Spider, and the guy driving noticed him only much later and he managed to escape from being thrown outside because of the beautifull lady's nagging who wanted to keep him, and later he visited their fabulous house somewhere in the mountains , and wow, man, the party's hey were having there, only famous people he saw at tv , and they fed him soo well he was the happiest cat alive, and they had this amazing garden and pools, and trees and colourfull birds, and so nice and very pooffy carpets, and all was sooo amazing and good for claw
sharpening and scratching , and after a week , one morning he saw an amazing machine with these huge propellers and smelled new and the door was open , and he jumped right in and
started sniffing and exploring around , like he usually does with new and mistifying things lke that , and after that he just heard some begging and crying and screaming and saw the woman
who liked him so much burst in to the ("helli " was it?) with these huge luggages while arguing with the guy and saying " ... and I 'll
take the cat too you bastard...", and after that another guy came in and started pushing some buttons , and they slammed the door and it started this huuge commotion, and he wasn't feeling
so good,he thinks he scratched the guys a bit, but the lady took him
in her arms and talked to him a lot , and after a while he knows he was on this fancy ship in the middle of the ocean , and she took him somewhere on these stairs, and he was feeling kinda dizzy and really bad, and she put him in a soft basket , and he slept for hours, and after a couple of days they came to shore again , and there were all these people, and then Ihe started to miss you again ,and ... sooo much more adventures he had , and ,he is soo tired , and anxious to tell you all the other things he went through , and sometimes he feels kinda sad ..
and , and,and,... maybe he needs a vet.

Might be sick from something it got into while outside (or upset stomach from something eaten)... could also be MISSING being outside.
