The question is somewhat incomplete or not giving exact meaning :
However, if you want to make chilli powder, make it as simple chilli powder of red chilli and kashmiri chilli separately and write it is 100% red chilli and 100% kashmiri chili and pack in 100/200 grm pack and give a good brand name then supply to stores directly or thru agencies. If your business developes as well as the brand then you can even export it.

there are "real & hot firey" manufacturers in production!
still, think more on clicking some - real spicy & firey name more than the process ( u just pick some already done quality-powder and repack initially);
so, eat chillis day-in-&-out; put on thinking cap ( keep doc on waiting whenever required) ; hit some good name & slogan; u are in the game of "making others cry";
