A common tactic to get cheaper flights into any big city is to fly into regional airports nearby that city.

Pearson International Airport, the airport in Toronto, supposedly has some of the highest airport fees it charges to the airlines in the entire country.

A potential alternative to Toronto would be flying into Hamilton, Ontario. Hamilton is a city of 490,000 about 45 miles (70 km) southwest of Toronto, and has it's own international airport. There are several transit options (bus, train, taxi, car rental) that can be combined to get you the distance into Toronto.

Hamilton Airport may not have direct flights to/from Australia, but I'm sure if you flew Australia to somewhere on the west coast of Canada, you'd be able to go from that west coast city to Hamilton.
