How bout simple and straight to the point...... I know your shopping and probably don't want to be bothered right now but I just had to come introduce myself, I knew if I didn't I'd be kicking myself all the way home. Any chance I can have your number and we can chat later when I'm not interrupting your shopping?
I don't know just a suggestion, and even if she has a BF or you get shot down at least you know you tried and you weren't using some tired pick up line, you were just being friendly and honest.
No matter what the outcome I guarantee you you will make her smile. I mean who doesn't feel flattered by something like that. I promise she will remember you for a least a couple of days if nothing else.

just walk up and tell her that you think the color ? would look good on her and smile and keep on shopping. She would then probally approach you.
