Take ESL classes. (English as a Second Language)
Practice speaking as much as you can.
Read novels at your reading level.
Write short stories.

Also, realize that many native speakers actually have very poor English language skills.

There are two separate problem: Writing well: and speaking well. First one is easy. Learn grammar, consult/read a dictionary. see how people , esp authors/writers/newspaper correspondents, use woeds/idioms.Pay special attention to the first and the last sentence.
Speaking is more difficult. Rehearse and speak. Dont feel selfconscious.With practice you will improve. Any way these days people do not care much for grammar. as long as you can convey UNAMBIGUOUSLY what you want to. Ypou would have seen the type of English used in the Questions and Answers.

Watch TV serials and movies in English, not News channels. Serials use conversational english so you can learn common words and understand how to use and pronounce them.
Read a lot, especially the old British children's authors, like Enid Blyton. Don't worry about big words, use simple words and short sentences.
Keep practising and making mistakes to learn. Mix frequently with good English speakers.

The most effective way is to mix in with English speaking friends or groups, don't be shy, join in their conversation.
Of course at first you'll be their laughing stock, that ever loving funny guy.
But in time, you'll catch up pretty soon.
Practice makes perfect.
Everybody starts with the " F " language
after you F F a few times, words will start to form, of course around the " F " word at first.

Put yourself in situations where you must speak English and nothing else. And you must do it until you THINK in English. Surround yourself with the language.This ancient wisdom works with any language.

My experience is that learning a new language is probably more difficult than championship body-building in terms of the quantity of will involved. Good luck.

Immersion is the best way to learn any language. If you know of any english speakers, ask them to speak only english to you. The best way is to move to an English speaking country ;-)
