It's time for a trip to the vet! The description is a little vague, but it is unlikely that the food is the culprit. More likely it is an allergy of some kind. Now, dogs CAN develop food allergies, but they don't become allergic to a brand of food, but to a specific protein or carbohydrate in the food. Once your vet takes a look and rules out mange, fleas, ringworm, staph infection... you might have to consider allergies and a special diet specifically for dogs with allergies. Good luck!

Mostly likely what you are seeing is "ticking". Ticking is either on the skin or the fur. I have white chis as well (2 black and white and one red and white). As they age the spots change sometimes getting darker and more numerous and sometimes fading. If you are worried about it, and the spots don't seem raise or harmful in any other way, ask your vet on your next regular visit to put your mind at ease.

Are the spots irritating him? Does it look like an infalmation?
If not, it could be as simple as skin pigmentation. Sort of like our freckles.
If in doubt visit your vet

It sounds like just pigment in his skin developing but check with the vet. IIt wouldn't be from the science diet.

Are you on birth control? It can really make an uneven tan. I used to tan beautifully at 18, but after I had my children and went on birth control, my tan looked all uneven. I suggest sun screen.
