you can get a free clone of it, the GIMP. or pixia. GIMP is a totally free program that has many advanced tools for image editing, and I think it's easier to use than photoshop. But it's a really powerful program.

if you are looking for a legal version then visit Adobe.com and find a reseller in your state/city. Otherwise like many others said u can get a copy from Bit torrent, p2p, DC++, mIRC and also from a friends ;)
