By defacing like graffitti?

I would say the boys would have to buy the cleaning supplies, and necessaries to clean up the mess they made with their own $$, and their own labor, and time, and then to pay a fine, and then teach other gangbangers classes what happens if you deface.

If MINORS, the parents should be FORCED to pay damages, or be responsible for fixing the damage. Getting the PARENTS out at the site of the damage, even if the kids did the actual work of fixing things would send a message. No fine if the parents cooperate. Hefty fines if they don't.

If adults, then hefty fines should be leveled, and loss of driving license until paid.

Certain ethic groups are more into graffiti than others. The civic leaders in those groups (often former gang members/graffiti writers themselves) could help; but probably won't. Some think this is a legitimate part of their CULTURE, and we have to be politically correct, don't we?
