Delicato Vineyards (Manteca, California) has a budget Shiraz that sells for around $10 for the 1.5 liter size. It wins awards in its class consistently. A good every day inexpensive wine.
Not as great of a bargain, but still a good deal is Concannon 2004 Limited Release Petite Sirah (Livermore, California) that sells for around $13 a bottle. It's a very fruit forward wine with aromas of cherry and plum. This is a full bodied, bold wine with hints of oak and vanilla.

I like Lendeman (spelling?). You can pick it up at Trader Joe's for about $6.95 a bottle. My second choice is Yellow Tail. I am sensitive to sulfites and wine made from shiraz tend to not affect me. Perhaps they use less?

If not.
SHIRAZ - RED KNOT 2004
Okay that's not fair, D'Arenberg "FootBolt" Shiraz is almost $30 here.
Petite syrah is not the same grape as a shiraz /syrah grape.
