it is a regular female parakeet that is in the same cage as a male English parakeet as the male is bigger.

You should go to a vet to get it checked out. It could be a disease of some sort but, some birds also tend to over preen. Over preening usually has to do with the social situation the bird is in. Either way I would consult a professional. Sorry, thats the best answer I can offer.

I want to say mites, but if the other one isn't reacting then that's not likely. Could be some skin disease or irritation of unknown origin...my advice, see a vet.
