Overall responsibility is the Battalion commander, delegated to the S4 Cpt most generally, and through him to the company commanders.

In each battalion there is a PBO or Property Book Officer which keeps track of all the battalion property. He/she receives the information from the company or battery commanders who in turn receive it from the platoon leaders.

Ultimately the Battalion Commander is responsible for the property but he or she doesn't actually have to go around counting all the equipment. Also, everything is hand-receipted down to the operational level for accountability.

The Battalion Commander bears ultimate responsibility, but he delegates the authority to his Logistics Officer, the S-4. The S-4 and his staff are kind of the supply guys for the whole battalion. They track all procurement, purchases and equipment. The S-4 is almost always the Property Book Officer.

As I said, RESPONSIBILTY belongs to the Battalion Commander and cannot be delegated, but the day-to-day AUTHORITY to administer the Property Book is almost always delegated to the S-4.

The Battalion Commander.
Not only the S - 4, there are supply Sgt.s at Co level also. The PL and PSG would be in charge of the Platoon, the SL in charge of the squad, the TL in charge of the team..............
If something were to go down and the Division Commander wanted an answer it would come from the Battalion commander.

Technically the S-4, insures that the supply sgt for each unit are accountable for all their property. The PBO controls a brigade. The CO is ultimately responsible for each respective company.
