The 4 EQUAL length bars of the cross represent the 4 elements.
the circle in the middle could be a represenative of the sun or the moon. it is largely believed that the celts were a society that revered their women and the moon is a female aspect. however it is known that the sun was revered also, the sun usually had rays comming off of it when depicted. so i would say that it represents the moon and the moon goddess.
in later times the High Cross, the Celtic cross that looks much like the Christian cross. it has an extended lower bar, was used by celtic- christian converts as a way to keep their old colture alive. and as a way for the christians to make the transition easier for the new converts. it was also a way to slowly phase out the use of old Pagan symbols,,,kind of like how they placed christian holidays over top of many of the pagan celebrations.

Believe it or not, the Celtic Cross has nothing whatsoever to do with Christianity. The Celtic culture was around long before Jesus was. The arms of the cross represents the four elements, and the circle represents the never-ending cycle of life and death. It's a Pagan symbol, probably used for sun or moon worship. The Romans used it as a means to convert the ancient Celts to Christianity.
