"I think the world of you"--what does he mean?

I was talking with one of my guy friends (who might be interested in me), and I mentioned that we got along so well. He said yeah, and "Well I think the world of you." When a guy says this, what does he mean? Is it more of a friendship thing, or is he meaning something more?

I can't tell if he's into you or not that much (or maybe not at all), but "think the world of you" is definitely something good, he has an special interest in you.

Friendship more than romance I would say.
