Second of all, girls have this common rule that we don't date our friend's ex-boyfriend. And sometimes this translates to friends of ex-boyfriends as well. She might have you ruled out already.
If you think there is something there, wait until she is ready. And ask your buddy to make sure it is completely cool with him before you make the first move.

Conventional wisdom says you don't do this for obvious reasons. However, if you have to see this through, then I would let her make the first move. Only then would I do it, and you better hope its worth it. Granted, you might only be used for rebound sex, but that's your call.
