Generally yes, they will rent to you.
In the UK, when picking up a hire car, you will be required to present both your plastic photo ID section and the paper section which shows endorsements. If you have 9 points many car hire depots will refuse to hire to you so its always best to ask them. If you have 6 points you should be okay especially if they were received for minor speeding offences.

The only exception is that if you have had a ban from driving in the past 10 years most major car hire companies will refuse to rent to you on the basis of the risk you present.

Contrary to what most others have said, many car hire or car rental firms DO run a check on their customers' driving records. Depending upon what this check reveals, this may result in either higher rates or even a refusal to to do business with you.

Hire a car? If you mean rent a car, yes you can. All the car rental facilities care about is if you have auto insurance should you wreck their car.

They DO NOT run a driving record on you.
