Does anybody know the origination of Bush's Imigration Reform initiative? Specifically, what circumstances caused the focus on imigration reform? Further, does anbody know when the issue first became an issue in the Bush administration?

Bush ran on a guest worker program which most took to mean temporary, seasonal workers similar to the H2B visa. Meanwhile the public was calling for immigration limits and a crack down on illegal immigration and the House passed its bill in Dec. 05. The Senate crafted a bill with amnesty and HUGE amounts of increased immigration going forward, and with multiple delays for ever putting true border security in place. Then came the marches, the backlash, the Senate passed their bill in May, concurrently with Bush going on national TV about his plan (pretty much like the Senate plan). The House dug its feet in, and is now trying to pass elements 'both the House and Senate agree we need'. However, some members of the Senate are holding border security and crack down on gangs hostage to get cheap labor for business despite impacts to schools and health care, locally. I'd rather have nothing until we can get a new Senate.
