Sorta. But more to the point, it's very striking. The contrast of the dark hair with blue eyes makes you stand out, and in my opinion is very attractive. But that's just my opinion. If you want to do it, do it. Some people will always judge you by the way you look, no matter how you look, so choose the look that's right for you.

no, not if you dont wear goth clothes and jewelry and that sort of stuff.
it might look a little weird though, if it completely doesnt' match you, but i luv the look with blue eyes and dark hair, becuz it looks really sophisticated. only do it if you think it'll look good and not strange

No, it's coloring your hair. That is, if you don't follow other characteristics. Don't do it unless you think it will look really good or are willing to shave your head. You have to live a little - but understand that it could look really stupid.
