Wow. I've written a lot of bulletins, but never had to address that.
This would be my suggestion--talking to the people who are doing it.
This is the reason--putting a blurb like that will do one or both of these things: make them person who is doing it mad/embarrassed (or both), and it will make all the other Church members begin to wonder who is doing it.
Neither of those possibilities are good for the health of the church.
Are you the pastor? Or a board member?
If you are, I would set up a meeting with these people and speak to them privately about this. It could be they need help learning how to handle their finances.
If you aren't the pastor, etc.--I would bring this matter before them and have them handle it.

If you put a general announcement in the bulletin it will only make those feel guilty that are. That isn't a very good thing for people to do be it Christian or not. Although I would word it tactful blunt, I really wouldn't worry about offending anyone, its a shame it happens at all.
Something maybe like the following:
Notice to Congregation: Please note that the Church has recently received multiple checks that were none sufficient funds. Although we always appreciate your generous donations, when writing a check, make sure that funds are sufficient. This will save you multiple charges that your bank can debit your account.
Having read some of the other advice though, maybe you are better off addressing directly with the individuals.

We had the same problem:
1) During the time that the Pastor speaks before you collect the offering, he/she needs to just tell people "If you're writing a check make your check out to ______ and make sure that it's good." It's a lighthearted way to drive home a serious point. Your Pastor should be the person to bring this up to the congregation. The church accures fees as well as that person so, remind them that writing a non-negotiable check doesn't edify the church in anyway.
2) Make a list of the constant offenders. When their check comes, don't cash it. Your pastor, deacon or church secretary can gently call them or pull them aside privately and discuss the matter. Tell them that the church won't cash their checks for x amount of time.
It doesn't matter if people are wondering WHO did it, what matters is that whoever is, just stops. If they get offended, pray for them. Be sure you say and do all thing in love...

I dont know about your blurb..I cannot for the life of me figure out
why a person would (knowlingly)write a bad check to their church.
The only thing I can think is that the people arent getting what they
need from that "pastor,priest,guru,"whatever.maybe what is being
taught (if anything is)isint reaching the people.one of the things
that Jesus Christ taught is honesty.any one that would bounce
checks off there church, isnt really taking seriously his spiritual
needs.Now I know that many churches almost require their
(people) to tithe, just to be a member of that church...True
Christians are not required to tithe,they do donate,because they
want to.and the donations go to the world wide work.to help with
printing costs and things.Their ministers do not get paid.I
wonder how much Jesus drew on his paycheck??unfortunately
much of chrisendom do not really apply or use Christs teachings
in there churches.

these folks need counseling so make a list and show the pastor they may be putting on a front and need food and help because the moneys gone or they are idiots and beyond help
