Husband is a car dealer and he says it sounds like a wiring problem. If it is still under warranty, take it back to Ford and see if they can fix it.

The theft light will normally do a light hearted flash when the key is off as that is a "theft deterrent" in the same manner as the flashing LED for those car alarms years ago....

Stupid thing is to check all fuses and to make sure they are in right position... I've seen burnt cause weirdo problems...

Next thing would be as someone said, either a dealer or someone who is good at chasing electrical nightmares, as the instrument cluster is getting power from somewheres... either internal short or something else powering up that side of the fuse box when it shouldn't....

If you want to operate, try disconnecting the cluster and see what happens... but my guess is to see if it's something powering the circuit or the short, and only a skilled person with the electrical manual will be able to do that..sorry

I would take it to Ford dealer, regardless if it's covered under warranty or not!!! If you want the problem fixed right, it's the ONLY option. For starters, the theft light USUALLY flashes fast, if you attempt to start the vehicle with a key that is NOT being recognized by the PATS (passive anti-theft system) module. But I doubt that's your problem. It sounds like you have an "electrical nightmare" that ONLY a Ford DRIVEABILITY CERTIFIED tech will be able to fix IN A TIMELY MANNER. Sorry to hear about your problem. Good luck.
