Usually they've been a member of the City Council first because they have to know the issues involved in that particular town. They serve a few years on City Council, then run for Mayor.
A person has to file a petition to run in the election for City Council and Mayor first. That petition can be found in the City Hall or city government building.

Try brushing up on your grammar, people judge you on how you use language and carry yourself. And, most importantly, say what you mean and mean what you say.
