Please explain your answer. I think it is Rome, but I'm interested in other opinions.

It wouldn't be fair to say either or. There's an old saying:

" Captive Greece, led Rome captive. "

Look at everything in Roman culture.

Yes, they were great. Renouned. They had laws, finance, learning, a great military and were acquainted with a sense of righteousness long before the appearance of Jesus Christ.

All the way up to Augustus who felt it important that the people should think beyond their physical beings acknowledging a spiritual world. The best Roman works are copies of the Greek.

I hope there are scholars of antiquity out there who can better address this very timely question better than I, as I would not at all wish to do that people of antiquity a disservice.

I will say this; they were great. They were even foretold. And the Roman imprint is greater than we ourselves suspect.

Both! But in different sectors.

Rome influenced the law studies and justice as well as military arts.
Democracy was born In Greece. Therefore todays democratic political systems' structure and basic rules are influenced by Ancient Greece.

However other than a politician being an expert in politics, he/she should be a personality with ethic values. Ethic values have been defined by Ancient greek philosophy.

Very true that Greece paved the way for Rome. Its like asking whether led zepplin is a better band than the beatles, if it wasn't for the beatles there would be no Led Zepplin. Greece gave us philosophy, peace, intellect, art etc. Greece or Athens rather was a much more peaceful government than Rome.
