This question was in an online quiz I took the other day. Here's the answer:
"Dogs can see in color," says A.J. "They can't see red, but they see green and yellow and blue quite well. If you want a pet that sees really well in color, get a pigeon. They see better [in color] than humans."

Scientists say they do not have the necessary cones in the back of their eyes to be able to detect colors in the same way we do (just like we are unable to hear certain sounds that they are able to and they are able to detect small odors we cannot).

I don't think it is a black and white world for them. They can detect the differences between some colors--but it is not the same as we do.

Besides having a lower horizon a dog,s view of the world is a bit different than ours--perhaps somewhat less colorful--but a lot noiser and with more odors.

Yes dogs ARE color blind, they see in two colors instead of three exactly the same as some color blind people. The difference between a dogs eyes and ours is that a dog has fewer cones (collect color) and more rods (collect light) so a dog sees colors about like a color blind person, and sees at night about like a person using night vision goggles.

We see "VIBGYOR" (Violet, Indigo, Blue, Green, Yellow, Orange, Red)
dogs see "VIBYYYR" (Violet, Indigo, Blue, Yellow, Yellow, Yellow, and Red). The colors Green, Yellow, and Orange all look alike to dogs

dogs, like most all animals, are colorblind. It is a myth that bulls are attracted to the color red. Although most capes used by toreadors in a bull fight are red, it is for tradition, not to attract the bull's attention. The bull is attracted by the motion of the cape, not the color (which it can't see anyway).

No they can't.

They can tell the difference in lighter and darker colors thought but only in black and white.

Yes. Most colors, not all.
It's a myth that dogs only see in black and white.
