Strangely enough if you cut up a potato or two (large chunks so they can be removed) put same in the pot of chili and cook until the spuds are soft - remove the spuds and voila the chile is less spicy.

Well if you mean something that you've already made milk is especially good, don't drink water it wont help at all. But if you mean your making something, when preparing the chili's for use cut out the placenta of the chili, this is where the heat comes from, and only add what you need of it. (Try to find the episode of Good Eats that is dedicated to nothing but chilis.)

Dairy is the answer. That is why when people eat spicy foods and they are being burned in the mouth, they should drink milk because it takes it away. So people can drink milk, add a bit of cream to the chili, or add cheese.

Try something acidic like lemon or lime. Otherwise add more tomatoes or water. Liquid Nitrogen also does the trick.

sour cream. the fat in the cream will dilute the heat and the sour aspect will still give the chilli zing. :-)

one way i do it is to add some sugar to the recipe, or i also have put some sour cream on top of my serving and eaten it with chips
