How about a Pekinese? Very sweet and friendly with long fluffy hair. Does need brushing though, or some people take them to the groomer. I've known a few, two of which lived with cats quite happily. (many dogs will get along with cats esp. if raised with them from puppyhood). Wonderful dogs, pretty calm, not yappy or snappy.

I recommend going to your local Humane society. They will have a wide variety of dogs of diffrent shapes and sizes, all looking for a home, so not only would you be treating yourself to a new friend, but doing a very good deed as well. P.s I have a pitbull/ boxer mix,and she and my cat will actually snuggle up together, it's very cute! so dont exclude an animal strictly on size!

I have the perfect dog for you, a Maltese. They are a bit on the pricer side though, but I believe their are well worth the cost. They have long hair, but don't shed. Mine gets along wonderfully with my cats (we have 3) and our children (again 3). He is the greatest compainion. He is our second one, and I highly recoment a maltese to anyone who likes small dogs.
