Yes, it does, as you can see.

If my question isn't really a question, I'll put a series of dots after the "question". That way, my nonquestion with a question mark doesn't look as strange.

For example:

I have an idea for a Halloween costume
I have an idea for a Halloween costume?
I have an idea for a Halloween costume...
I have an idea for a Halloween costume...?

See what I mean?
