"Inspire" is one thing. "Total devotion" is quite another!
If you are talking politics, I'd like to have a leader who is first and foremost, honest, intelligent and creative. It would also help if he/she had some basic compassion for those in need.
Unfortunately, to be honest in politics usually means you are automatically out of the running. So at the very least, intelligence and creativity are a must. Often problems cannot be solved by simple practical thought. Some problems require creative input for the best solution. Compassion is also necessary so that the leader in question will not get drunk on power and ignore those less fortunate under his/her leadership.
This begs the question, "How did Bush get a second term?" He's an untalented dullard and given Katrina, his compassion only seems to benefit those who can help him. Sad.

The leader in the mirror is a great place that I look for inspiration.... He inspires me to continue living, to continue working and loving my sig other....
No Qualities would inspire total devotion. I am not a lap dog, and I do not need to worship anything.

Well you see, the thing is, if you are asking what kind of leader would inspire me, then I would say my Pastor Paul Sheppard is a very inspirational leader. I work for his radio ministry and every day we get letters and e-mails from people who say that his teaching impacts their life and makes their day. He always leave me inspired to go out and live a life that honors God and most people I know say the same thing.

But when it comes to total devotion, that's reserved for Jesus Christ. My Pastor would be shocked and dismayed if he found out that anyone was devoted to him and not to our Savior.

I wouldn't give total devotion to anyone. Well, maybe if I finally meet that one person I can marry.Any leader who expects devotion of any kind is not one that can be trusted. The leader who would inspier me, wouldbe an honest person who isn't afraid of alienating a few others to do what he thinks is the correct thing. And unfortunately, there are none of that kind leading any religious group.
