Use clippers and get it as close as you can. Then use a regular razor. Any 3 or 4 blade will do. Don't use any shaving cream or gel. Use only soap and water and take your time.

Good set of clippers like Wahl or Oster. Do NOT get cheap clippers like Vidal Sassoon and the like.

Then a Mach 3 or Turbo razor. Do NOT use cheap disposable razors; you'll have nicks galore if you do.

My personal preference for foam is Edge moisturizing shaving gel.
There are several varieties of Edge, but only you can decide what's best for your scalp. Check them out when you shop.

And (this is optional) rub in some baby oil GEL with aloe (NOT the regular baby oil liquid only because of the potential oily mess it'll create all over your sink or floor) to further moisturize your scalp and, if you like, leave a shine.

And if you plan on spending time in the sun without a hat, get a good sunscreen, at least SPF 40. There is a sunscreen for us shaved guys marketed under the "Bald Guyz" brand, but any sunscreen or SPF 40 or greater will do.

Use a gel type shaving cream and razors that have a lot of flex to them. This is critical. If you use a rigid razor you will be shaving a 1/8" swath at a time and you'll be shaving all day. And do yourself a favor and shave in the shower. Much neater.

Close crop it first then get the shaving cream for the most sensitive skin, if you are going to use a razor, though I'd suggest an electric shaver and an aftershave balm. Your scalp is much more sensitive than your face.

I hear people shave their head with a Card. If u live in NYC, use a metrocard. U also need shaving cream. Don't worry, U won't cut yourself. If u did not live in NYC, get a thin, flexible card as a razor. Try It.

My husband who shaves his head balds says, "Shave with a Gillette Mach 3 wet razor, daily, when you shower." Also, if you go in the sun without a hat, wear SPF 40 (minimum) sunscreen, because your 'virgin' head won't be accustomed to the sun's rays and you'll be in for a nasty sun burn if you don't!! if your getting bald patches i suggest you shave it all off cos its not attractive to woman my boyfriend shaves is off with shears if you want it all off use no guard on it ,be care full if you use a razor cos you don't want little cuts all over your head so use a top brand razor and not a cheap yellow bic one

After you shower is the best time. It seems to soften it up. I use an electric razor. just my preference.
