Is there any easy way to ask someone out, like perfect time, place, words to say? keep in mind I'm in highschool, can't drive just yet, and I don't live close to this person.

The easiest way to ask someone out is always circumstance related. You get to pick where and when. Then based upon those decisions the correct words are applied. At a fair you ask differently than you do at a dance or a play. Have you been formally introduced? You have to introduce yourself first. You don't ask strangers out. That is impolite. Get introduced. Then express your interest. The object of your affection has to know it. Example: meet in hallway. "Hello. Your is lovely or quite becoming. There is going on . Would you accompany me to ? Or I would love for you to be with me at .
Be yourself. Don't be crude.

Decide what it is you can do on a date (since you're in high school, you can't drive just yet, and you don't like close to this person), and walk up to them and simply say, "Hey, would you like to ________?"
