Get one of those pump-action spray bottles (or use an old Tilex bottle).
Fill it with Holy Water.
Hose the little punk down any time he Does Evil.

Tell him to stop talking that way. Has he had a hard life or does he watch a lot of movies about people burning to death or something? Maybe he's just traumatized or something like that.
Seek help from your parents, a counselor at his or your school or get him some professional help so he can calm down.

I had a little brother and I brought him to my mother and I said I want another little brother for a change.
But she said don't be a bother so I took him to my father and I said this little bother of a brother's very strange.
But he said one little brother is exactly like another and every little brother misbehaves a bit he said.
So I took my little brother from my mother and my father and I put the little bother of a brother back to bed.
