last wednesday i hit my head really hard on some metal and still am dizzy and headachy and tired. i went to my doc today he could not see anything on my head and told me it is up to me if i should take time off work. he encouraged me to go but left it up to me. he gave me stemitil too.

A doctor is not there to tell you what to do. Obviously he or she did not feel that you needed to take time off of work, but sometimes patients want to take time off work. Whether or not you take time off work is irrelevant to whether or not you will improve so that's why it is "up to you".
After a neurologic exam, there is often not a need for imaging (as suggested by the previous nurse answer). There is no treatment for a concussion anyways except observation and time.
Because we live in a society where people try to profit from suing, doctors often practice defensive medicine and give you options, even when often the answer should be straight-forward. Even when we prescribe antibiotics for infections, it is ultimately up to the patient whether or not they want to take it (at their own risk of course). Doctors should be viewed as consultants - they are there to help guide you as to what is best.
You should see your doctor if new symptoms arise, otherwise, you likely have a post-traumatic headache that may take a while to resolve. If you are lucky enough to have a physician with a good bedside manner (and adequate time in their schedule), these things should be explained to you so you will know how to take care of yourself.

Your doctor should have looked to see if you had a concussion or perhaps that is why he gave you the stemitil If I still felt dizzy and headachy I would go back to him or get a second opinion.

Did you go to the emergency room and have an x-ray of your head and a CT scan to see if you have any bleeding going on inside of your head? You should not be dizzy this long after a head injury unless there is something else going on. I would go to the ER just in case. Do you have black eyes? Is the white in your eyes blood shot? Did you experience any bleeding from your nose, eyes, or ears after the injury? Do you have any other symptoms like blurred vision, weakness on one side of your body?

Doctors provide medical care and guidance about what is prudent for the patient. He can't force you to take time off work, only recommend it. IF there was something wrong (i.e. a concussion) then he can STRONGLY recommend you take time off, and if it's severe enough, admit you to the hospital to make you take time off.
