It depends on the type of visa he has. On the visa waiver, 90 days. With a regular tourist visa, six months but it can be extended for a good reason. For work, the length of the approved petition. For study, as long as he is a continuing full-time student. Etc.

That depends on what kind of papers he has. It could be anywhere from 3 months to 10 years. If he is a permanent resident, he can stay his whole life.
