There are embassy and consulates all over the world. You'll find all nationalities at the embassies. It all depends on what country you are referring to. But, if you mean the US, there are also all kinds of nationalities, Chinese, Italian, Mexican.
I do immigration case work so my day to day work takes me to USCIS offices all over the US as well as overseas!
I agree that the case work is overwhelming, demanding, unappreciated and underpaid. With this in mind, it's no wonder the turnover is so bad!

I don't think it's a problem. It has to do with equal opportunity employment, and most people who work in the INS are bilingual because they interview lots of people who are non-native English speakers.

If someone is qualified for a job they get hired... Maybe if you speak several languages then you'll get a job at INS

I disagree. While many INS officers are hispanic, most are not immigrants and none are illegal. The reason is that most americans cant speak spanish. So, stop being racist.
