It depends on where your dog is digging. If your collie is digging near a fence.He/she is trying to escape. If its near a flower bed than believe it or not he/she may be trying to mimic you. If the collie is digging all over the yard than she/he is bored. A lot of dogs dig to stay cool or because their prey instinct. Like a rodent in the ground.
A couple of ways to prevent this is to spay or neuter the dog so its mating instinct won't be as strong. Make a digging pit in the backyard and hide bones or toys in there to keep them in that spot. Play more with the collie to keep the boredom to a minimum. Make sure there is always shade and plenty of water to keep the dog cool. Maybe even a baby pool filled with 3-4 inches of water.

Well, it's kind of hard to do because most dogs were born to dig. However when you let him out go outside with him, when ever he starts to dig stop him and take him inside, anytime you go outside with him and he doesnt dig give him a treat, dogs are just like people they love rewards...and food. At first it will probably take him a while before he figures out why he is recieving treats but once he has it figured out he'll stop digging in order to get a treat. Once he has stopped digging give it a week or so then slowly take him of the treats by just saying "Good Boy" and patting him on the head, showing affection. Pet's will work for attention and praise so soon he will be working for that patt rather than the treat. Good Luck :)

i have a border collie too. You really have to keep him busy or he will pick up bad habits, like digging or chewing. Walking is the best thing to keep him happy, and don't scold him for digging, just redirect him to something else like playing with a ball or Frisbee or something.
consistency is the key!

I've found that lightly covering spring style mouse traps in the holes where they dig modifies the behavior

Thats what they do.

punish it for being bad like scolding it or spanking it gently and when it doesn't dig give it treats or take a walk

Put his poop into the hole and then bury it. Your dog shouldn't dig where the poop is and if he does when he reaches his poop, he'll stop.
