It depends on how the cat is built. I had a perfectly healthy cat that weighed 26 pounds and he wasn't fat. He was just a really big cat. If your cat is fat then it's not healthy.

It's not bad at all. My male cat weighs 17 pounds and the vet just suggested that he loses only 1 pound.

For a full grown cat that is quite normal. Although I suppose it depends on the cat's frame. Thirteen pounds could look normal on some cats, but look really fat on others. My cat is only ten pounds, but she has a small frame so she looks kind of tubby.

Depends on the size of the cat. I had one that was slim and weighed 15 lbs. He was so long, he could take things off the edge of the kitchen counter.

Yes, if he or she is not fat and is healthy.
I had a cat that weighted 13 1/2 lbs. She was just bigger than most cats and the vet was not at all concerned.

If it is a large cat (not just in weight) then it might be a healthy weight, but I know my cat is about that weight and she is on a diet!! You might want to talk to your vet about a certain kind of food and portions to feed your cat to maintain its weight.
